Administrative law is a special part of public law. It focuses on the activities of government agencies. These agencies belong to the executive branch of a government. They do many important jobs every day. They make rules that people must follow, which are called regulations. They also decide on specific cases through adjudication. Finally, they work to enforce the laws that have been made.

This type of law covers many parts of our lives. It helps manage international trade and how things are made. It also looks after the environment and how people pay taxes. Other agencies use these laws to manage broadcasting and immigration. They even help control how people move through transport systems. Because these agencies make many decisions, the law must guide them. This ensures that the government works in a fair way.

Administrative law grew very quickly during the 20th century. This happened because governments around the world created more agencies. They needed help managing social, economic, and political life. In many civil law countries, special courts were built to review decisions. These courts check if the government is following its own rules. In the last fifty years, these rules have even become international. Organizations like the United Nations now help coordinate work in areas like education.

Different countries have unique ways of using these laws. In Brazil, President Fernando Henrique Cardoso helped start new regulatory agencies in 1998. Since 1988, Brazil has used principles like morality and efficiency. In China, these laws grew after the economic reforms of Deng Xiaoping. China passed the Administrative Litigation Law in 1989 so people could challenge the government. They also passed the State Compensation Law in 1994.

France and Germany also have very strong systems for this law. France uses a dual system with special administrative courts. The Conseil d'État is their most important court for these matters. In Germany, administrative law defines the tasks and powers of public authorities. It follows the rule of law to protect the rights of people. It also uses the principle of proportionality to ensure actions are necessary. This helps keep the relationship between the state and people organized.
