Boluan Fanzheng was a period of major sociopolitical reform in China. The name is a chéngyǔ, which is a Chinese literary idiom. It comes from ancient writings and means "correcting chaos and returning to normal."

This era began following the death of Mao Zedong in 1976. It marked a massive shift in how the country was governed. The reforms aimed to fix the mistakes of the Cultural Revolution. This previous decade of turmoil had caused great instability. Deng Xiaoping became the paramount leader during this transformative time. His leadership helped move China toward a new era of stability.

The process of reform involved changing the nation's core focus. Before this, the government focused on "class struggle." Deng and his allies shifted this focus to "economic construction" and modernization.

They also introduced elements of a free-market economy. This change allowed for unprecedented economic growth. This period acted as a bedrock for future economic opening. The reforms helped China transition from a very poor nation. It eventually became one of the largest economies in the world. This transformation is considered one of the most impressive economic achievements in human history.

There were several distinct stages in this political transition. First, Hua Guofeng succeeded Mao Zedong as the leader. Hua followed the "Two Whatevers" guideline. This meant he supported whatever Mao said or did.

This kept many old Maoist policies in place. Second, Deng Xiaoping rose to power in December 1978. He achieved this at the 3rd Plenary Session of the 11th Central Committee. Third, the government began a systematic dismantling of Cultural Revolution policies. This led to the rehabilitation of millions of citizens. Finally, the focus shifted entirely to modernization by the early 1980s.

The history of these reforms is tied to specific leaders and debates. In May 1978, Deng and Hu Yaobang started a large debate. They discussed the criteria for testing truth in society.

They endorsed the philosophy that "practice is the sole criterion for testing truth." This idea gained massive support from the public. It also sparked the "New Enlightenment movement" in mainland China. This movement lasted for over a decade. It promoted ideas like humanism and universal values. These debates helped move the country away from blind superstition.

The scale of the social changes was enormous. The government worked to rehabilitate people targeted during the Cultural Revolution.

Within a few years of 1978, over 3 million cases were resolved. By 1984, about 4.4 million "landlords" and "rich farmers" were rehabilitated. In total, more than 20 million people received rectification of their social status. Many important figures were cleared of past charges. This included Liu Shaoqi, the second Chairman of China. It also included Peng Dehuai, a former Minister of National Defense. Even Xi Zhongxun, the father of Xi Jinping, was rehabilitated.

Despite these changes, some political structures remained constant. The reforms did not change China's status as a communist state. The 1982 Constitution included the "Four Cardinal Principles."

These principles upheld the leadership of the Chinese Communist Party. They also protected the country's socialist path. Deng Xiaoping held a complex view of Mao Zedong. He famously stated that Mao was "70% good and 30% bad." Because of this, Mao's portrait remained on Tiananmen Square. A large mausoleum was also built in his honor.

Boluan Fanzheng connects deeply to broader themes of law and truth. During the Cultural Revolution, the "rule of man" often replaced the "rule of law." The reforms helped restore a more structured system. The 1981 Resolution on certain questions in history officially invalidated the Cultural Revolution. It called the period a "domestic havoc" launched by mistake. This allowed the nation to look toward the future. The era proved how political shifts can reshape a global power. It remains a vital study of how societies recover from chaos.
