It serves as the administrative seat of the Bilma Department. This town is situated deep within the Sahara Desert. Specifically, it lies in the Ténéré. The Ténéré is a hyper-arid desert region. This region covers parts of northeastern Niger and western Chad. Bilma is the largest town found along the Kaouar escarpment. These cliffs provide protection from the shifting desert dunes.

The climate in Bilma is classified as a hot desert climate. Scientists use the Köppen climate classification BWh to describe this. The environment is extremely dry. There is very little measurable precipitation each year. The sun shines for about 4,000 hours annually. This creates a very high duration of sunshine. Temperatures are often extremely hot for prolonged periods. During the summer months, heat is constant. From April to September, temperatures regularly exceed 40 °C. The highest temperature was recorded on June 23, 2010. However, the weather can also be surprisingly cold. The lowest recorded temperature was −2.4 °C on 13 January 1995.

Local resources drive the economy of the town. Bilma is famous for its green gardens. The area is also known for date cultivation.

One major industry is the production of salt and natron. Natron is a type of salt used in many ways. Workers use evaporation ponds to collect these minerals. These large natron salt pans are a key part of the landscape. The salt produced here is sold throughout west Africa. It is used specifically for livestock. Tourism is also becoming more important to the local economy. Many visitors travel from Agadez or the Aïr Mountains to the west. They come to explore this unique desert oasis.

The population of Bilma is diverse. According to the 2012 census, there were 4,016 people living there. The majority of the population is Kanuri. There are also smaller groups of Toubou, Tuareg, and Hausa people. The presence of the Hausa people tells a story of the past. They are a reminder of Bilma's role in the Trans Saharan trade. For a long time, the town was a destination for caravans. One famous route was the Azalai. This caravan route traveled from Agadez to Bilma.

Bilma has a rich and complex history. A famous poet named Abu Ishaq Ibrahim al-Kanemi was born here in the 12th century. During the period of French Colonial rule, the town had a military presence. It was the site of a military post called Fort Dromard. This post was somewhat isolated from other areas. After Niger gained independence, the town's isolation led to new uses. Under the authoritarian regime of Seyni Kountché, the government built a prison there. This prison became a destination for disgraced officials. In the 1980s, several political leaders were held in this facility. One such leader was Sanoussi Tambari Djakou. He is currently the president of the PNA-AL political party.

Tragic events have also occurred near the town. In 1989, a significant aviation accident took place. UTA Flight 772 crashed into the desert near Bilma. A bomb had exploded on board the plane. This event resulted in the deaths of all 170 people on the flight. This remains a somber part of the region's modern history.

Today, Bilma remains a vital link in the Sahara. It connects the local economy to much of west Africa through salt. It also connects travelers to the vast Ténéré desert. The town balances its ancient traditions with new growth. It manages its role as an administrative center while hosting growing tourism. The oasis continues to thrive despite the harsh, hyper-arid environment. It stands as a major landmark within the Kaouar escarpment.
