During World War II, things became very difficult for his family. Nazi Germany invaded Belgium in May 1940. Baudouin and his siblings were sent to Spain for their safety. Later, the royal family was moved to Germany and then to Austria. They were finally released by the United States military in 1945. After the war, there was a big debate in Belgium. People argued about whether his father should be king again. Because of these protests, Baudouin's father gave up his power. Baudouin officially became the King of the Belgians on July 17, 1951.

After the war, a period known as the "Royal Question" occurred. This was a debate over whether Leopold III should return to the throne. Parliamentary dissent and public protests eventually forced a change. Leopold III delegated his powers to Baudouin in 1950. Baudouin officially took the oath of office as King on July 17, 1951. He ruled alongside his wife, Queen Fabiola, whom he married in 1960.

A major turning point in his reign was the independence of the Congo in 1960. During the ceremony, Baudouin praised King Leopold II as a "genius." This caused immediate conflict with Patrice Lumumba, the first democratically elected prime minister of the Congo. Lumumba gave a speech criticizing the Belgian regime for slavery and killings. Later, a 2001 parliamentary investigation found that Baudouin knew about a plot to harm Lumumba. The investigation stated the King did nothing to stop the assassination of Lumumba.
