Instead of relying solely on the State, Frondizi encouraged heavy industry through the entry of multinational companies. This policy aimed to modernize the Argentine economy through rapid industrial growth.

Frondizi was born on October 28, 1908, in Paso de los Libres, Corrientes.

He remains the only Argentine president to have competed in official AFA competitions. A serious arm fracture in 1926 eventually ended his football career. This event allowed him to focus on his studies at the University of Buenos Aires.

His entry into politics was marked by significant struggle and conviction. After graduating in law in 1930, he refused to accept his honors from a military dictator.

This stance led to his arrest in 1931. He and his brother Silvio were detained for twenty days in a national prison. These experiences motivated him to pursue a political career rather than teaching. He later led the Argentine League for the Rights of Man, the country's first human rights organization. He also became an active member of the Unión Cívica Radical (UCR) during the 1930s.

Frondizi helped reshape the UCR through internal reform movements. In 1942, he joined other young leaders to organize a youth congress in Chivilcoy. This group sought to move the party toward a center-left and nationalist program.

They produced the 1945 Declaration of Avellaneda, which became a vital ideological document. Following political shifts in 1945, Frondizi helped found the Movement of Intransigence and Renewal (MIR). This new faction eventually split from the main party to form the Intransigent Radical Civic Union (UCRI). This split occurred because Frondizi led a faction that criticized the military's influence on politics.

In the 1958 presidential election, Frondizi won a landslide victory. He ran against Ricardo Balbín during a time when Peronism was banned from participating. His victory was aided by an agreement made with Perón, though the exact details remain unclear.
