He was born in Glasgow, Scotland, in 1863. His father worked with textiles, but he died when Arthur was only ten. Arthur started working in a foundry at age twelve. He became an iron moulder, which is a skilled worker. His friends called him "Uncle Arthur" because he was very honest. They also liked that he stayed calm during hard times.

Arthur worked hard to help people in his jobs. In 1892, he became an organiser for a group of iron workers. He believed in talking through problems to avoid strikes. Later, he helped start the Labour Representation Committee in 1900. This group soon became the Labour Party in 1906. Arthur was elected as a leader for this new party. He wanted to make sure workers had a fair life.

He held many high jobs in the government. In 1915, he became the first Labour minister in the Cabinet. He served as the President of the Board of Education. Later, he was a member of the War Cabinet. In 1924, he became the Home Secretary. In 1929, he served as the Foreign Secretary. He used this role to try to help different countries get along better.

Arthur was famous for never giving up on his goals. He lost his seat in Parliament many times during elections. However, he always won new seats through special elections called by-elections. He actually won five different by-elections in different places. This gave him a record for making the most comebacks. Even when things were difficult, he kept trying to lead his party.

In his later years, Arthur worked for world peace.
