He was born in Gloucestershire, England, in 1892. As a young man, he moved to Rhodesia in 1910. He worked as a miner and a coach driver. He also worked as a farm manager at Lowdale Farm. Harris felt like a Rhodesian for most of his life.

When the First World War began, Harris joined the military. He served as a bugler for the 1st Rhodesia Regiment. He saw action in South Africa and South-West Africa. In 1915, he returned to England to fight in Europe. He joined the Royal Flying Corps to learn how to fly. By the end of the war, he was a major. He was even awarded the Air Force Cross in 1918.

After the first war, Harris stayed in the new Royal Air Force. He served in many different places like India and Egypt. In Mesopotamia, he helped turn transport planes into heavy bombers. He also worked on ways to fly planes at night. He spent time at the Army Staff College at Camberby. During this time, he met the leader Bernard Montgomery. Harris worked hard to improve how the air force worked.

During the Second World War, Harris held a very important job. In February 1942, he became the head of Bomber Command. He led the campaign of bombing against Nazi Germany. The British government used a plan called "area bombing." This meant planes hit large areas instead of single targets.

His choices during the war were very controversial. The area bombing caused many civilian deaths and destroyed many old buildings.

Many people felt the destruction of culture and homes was wrong. After the war ended, Harris moved to South Africa. He managed the South African Marine Corporation there. He died in England in 1984.
