Many Goths were killed during this violent time. Gainas was eventually defeated and killed by Uldin the Hun.

At the same time, the western general Stilicho arrived in the east. Stilicho claimed he was the guardian of both Arcadius and Honorius. This created tension between the eastern court and Stilicho. Arcadius and his advisors actually felt more threatened by Stilicho than by Alaric. Eventually, Arcadius declared Stilicho a hostis publicus, which means an enemy of the state.
Eutropius held significant power for about four years. He introduced several administrative innovations to the empire. He managed the cursus publicus, which was the office of the postmaster general. He also transferred the manufacturing of military equipment to the magister officiorum, the master of offices. Eutropius also raised the rank of his own position to the level of illustris. This rank was equal to that of a praetorian prefect. However, his rise caused great anger among traditional Romans. Many people protested when he was granted the consulship in 399. They believed a former slave should not hold such a high office.
The Ostrogoths also revolted because they wanted Eutropius removed from power. This revolt was led by a man named Tribigild. After a failed military response, Arcadius decided to exile Eutropius in August 399. The emperor even issued an edict to strip Eutropius of his honors. This edict ordered that all statues and images of Eutropius be destroyed. Following Eutropius's fall, a Gothic leader named Gainas tried to gain influence. Gainas forced Arcadius to grant him several high positions. He also asked for a place for his troops in Thrace.
In the year 400, tensions in Constantinople reached a breaking point. A large riot broke out in the capital city. During this unrest, many Goths were killed. As many as 7,000 Goths died during the rioting. Gainas eventually withdrew his troops into Thrace to rebel. He tried to cross the Hellespont into Asia. However, he was intercepted and defeated by a leader named Fravitta. Gainas eventually fled to the Danube, where he was killed by Uldin the Hun. 
The reign of Arcadius shows how much influence advisors could have over an emperor. The constant struggle for power involved many different groups. These included Roman officials, Gothic mercenaries, and powerful religious leaders like John Chrysostom. The shifting loyalties of generals and ministers shaped the eastern empire. These political changes happened while the empire dealt with large-scale migrations and revolts. This era was a period of significant transition for the Roman world.
