The Sovereign Base Areas of Akrotiri and Dhekelia, often called the SBAs, are two unique British Overseas Territories.

They are located on the island of Cyprus in the Eastern Mediterranean. Unlike other British territories, these areas were not created as colonies. Instead, they were established to provide the United Kingdom with permanent military bases. These areas are divided into two main parts: the Western Sovereign Base Area (WSBA) and the Eastern Sovereign Base Area (ESBA).

The WSBA includes the Akrotiri Cantonment, which contains RAF Akrotiri and the Episkopi Cantonment. The ESBA includes the Dhekelia Cantonment and the Ayios Nikolaos Station. These locations are vital for military operations and intelligence gathering in the region.

The mechanism of SBA governance is very specific and follows a 1960 treaty. This treaty was signed by the United Kingdom, Greece, Turkey, and the leaders of Cyprus. Under this agreement, the British government promised not to develop the areas for anything other than military use. They also agreed not to establish civilian commercial or industrial enterprises. The goal was to prevent the SBAs from disrupting the economic unity of the island of Cyprus.

While the areas are under British sovereignty, they are deeply integrated with the Republic of Cyprus. For example, healthcare, education, and policing are often provided through coordination with Cypriot services. This ensures that the daily lives of local residents are not heavily disrupted by the military presence.

The SBAs serve several distinct military and technical purposes. One major role is signals intelligence, which involves monitoring electronic communications. The Ayios Nikolaos Station is a key part of the UKUSA Agreement intelligence network, sometimes called ECHELON.

In the early 1970s, the United States built an over-the-horizon radar called Cobra Shoe at these bases. This radar could observe missile tests and aircraft operations in southern Russia. The RAF operated this system on behalf of the U.S. Air Force. These technical capabilities make the bases a major center for intelligence and communications across the Mediterranean.

The history of these areas is tied to the independence of Cyprus in 1960. Before this, Cyprus was part of the British Empire. When the island gained independence, the London and Zürich Agreements allowed the UK to retain these specific territories. The British wanted to keep these locations because of their strategic geopolitical value. Being near the Suez Canal and the Middle East makes the island an ideal staging post for military aircraft.

This strategic importance has helped maintain a British military presence on the island for over sixty years.

History also shows how the SBAs have responded to regional conflicts. In 1974, following a military coup and a Turkish invasion, many people were displaced. The SBAs provided humanitarian aid to refugees during this period.

Greek Cypriots fleeing from Turkish forces were permitted to travel through the Dhekelia area. Some refugees even established new villages, such as Dasaki Achnas, within the Dhekelia Sovereign Base Area. In more recent history, the bases were involved in the 2026 Iran War. On March 1, 2026, a drone strike hit the Akrotiri base. While the strike caused minor damage to the runway, no casualties were reported.

Today, the administration of the SBAs is handled by a British Administrator. This person is also the Commander of British Forces Cyprus and is appointed by the British monarch.

The Administrator holds executive and legislative authority similar to a governor. A Chief Officer manages the day-to-day civil government, supported by Area Officers. There are no elections held within the territory. However, the legal system is closely aligned with the laws of the Republic of Cyprus. This helps maintain order through the SBA Police and the Cyprus Joint Police Unit.

The SBAs are also home to important environmental and cultural features. The Akrotiri Salt Lake is a protected wetland that is a notable part of the Western Sovereign Base Area.

Additionally, the territory contains many ancient monuments. Sites like the Sanctuary of Apollo Hylates and the Stadium of Curium are located within the SBAs. According to the 1960 treaty, these antiquities are administered by the Republic of Cyprus. This creates a complex relationship where British sovereignty and Cypriot cultural heritage exist side by side. This mix of military strategy, history, and nature makes the SBAs a unique part of the world.
