President Kwame Nkrumah adopted the project. An Italian consortium called Impregilo won the construction contract in 1961. They completed the dam in 1965, despite a major flood in 1963. Sadly, 28 workers died during the construction process. 
The primary purpose of the dam was to support the aluminum industry. The plan included building an aluminum smelter at Tema. This smelter was overseen by Kaiser Aluminum and operated by Valco. The dam was intended to provide the necessary electricity for this industry. In return, the aluminum production was expected to fund local bauxite mining. This would allow Ghana to produce aluminum without importing foreign alumina. The total estimated cost for this massive project was $258 million. 
While the dam brought electricity, it also caused significant environmental changes. The flooding displaced about 80,000 people, which was 1% of the population. These people lived in 700 villages and had to move to 52 resettlement villages. Many were subsistence farmers or fishers who lost their traditional way of life. The soil near the lake is less fertile than the soil that was flooded. This has led to heavy use of fertilizers by farmers. This runoff causes eutrophication, which is an excess of nutrients in the water. 
Eutrophication has led to the growth of invasive weeds called Ceratophyllum. These weeds make it difficult for boats to navigate the water. These plants also create habitats for insects and snails. These creatures are vectors, or carriers, for diseases like malaria, river blindness, and bilharzia. Furthermore, the changing water levels and environment have impacted the local economy. The decline in shrimp and clam populations has reduced available protein for local people. The dam remains a complex symbol of industrial progress and environmental change.
