To become a ruler, Ahmad had to take control of many things. When he first arrived in Egypt, he did not have all the power. A man named Ibn al-Mudabbir controlled the money and the taxes. Ahmad worked hard to take over the finances of the land. He also built a very large military force. This army was made of people who were loyal only to him. By the year 872, he was the main leader in Egypt.

As a ruler, Ahmad made many big changes to help his people. He fixed the irrigation systems that carried water to farms. This helped the crops grow much better. He also made the tax system more efficient. Because the farms were doing well, the government collected more money each year. To show his new power, he built a new capital city. He named this city al-Qata'i. It was located north of the old capital, Fustat.
