Pombal organized relief efforts to heal the living and bury the dead. To prevent disease, many corpses were loaded onto barges and buried at sea. The army was deployed to maintain order. To deter looters, the king ordered gallows to be built, and over thirty people were executed. The king developed a fear of living inside walls after the event. He lived in a large complex of tents and pavilions in the hills of Ajuda.
Reconstruction efforts led to a completely new city design. The chief engineer, Manuel da Maia, presented several plans for rebuilding. The leaders chose the boldest option. They decided to raze the entire Baixa quarter. They then laid out new, wide streets. 
The 1755 earthquake had profound intellectual and scientific consequences. It was the first earthquake studied scientifically for its effects over a large area. This event led to the birth of modern seismology. Philosophers of the European Enlightenment also discussed the event deeply. It inspired major developments in theodicy, which is the study of how a good God can exist alongside evil. The disaster changed the way humans approached both science and religion. It showed that natural forces could reshape entire empires and human thought forever.
