The Xinhua News Agency is the official state news agency for the People's Republic of China. It functions as a ministry-level institution under the State Council. As the largest media outlet in China, it serves as a primary channel for information. The agency distributes news regarding the Chinese government and the ruling Chinese Communist Party (CCP).

It operates both as a news agency and a publisher. It produces content in many different languages to reach a global audience.

Xinhua's history began in November 1931 in Ruijin, Jiangxi Province. At that time, it was known as the Red China News Agency.

It was founded by the CCP and mostly republished news from the rival Central News Agency. In November 1935, following the Long March, the organization was renamed Xinhua. During the Second Sino-Japanese War, the agency began using letterpress printing in 1940. During the Pacific War, it developed overseas broadcasting capabilities. By 1944, it began broadcasting to foreign countries in English. After the PRC was established in 1949, it became the official state news agency.

The agency operates through several distinct methods and formats. In 1957, it transitioned from a journal format to a newspaper format. It also maintains a complex internal media system. This system includes special journals called *neican* that are published only for government and party officials. These internal reports contain sensitive information that is not available to the general public. For example, Xinhua produced the first reports on the SARS outbreak specifically for government officials. There is a hierarchy to these reports. *Reference News* is delivered to officials at the working level. *Internal Reference* is a three-to-ten-page report for ministerial-level officials and higher. The most classified reports go to the top dozen or so leaders.

Today, Xinhua has a massive global presence. By 2021, the agency operated 181 bureaus around the world.

Its headquarters are in Beijing, located near the central government headquarters at Zhongnanhai. The agency has over 170 overseas bureaus as of 2024. It distributes news from hubs in Asia, the Middle East, Latin America, Africa, Europe, and North America. It also manages a significant presence in the United States. In 2018, the U.S. Department of Justice directed its U.S. branch to register as a foreign agent. Xinhua officially registered as a foreign agent in the U.S. in May 2021.

The agency's leadership is closely tied to the state. The current president is Fu Hua, who is a member of the 20th Central Committee of the CCP. Fu Hua has stated that Xinhua will always follow the party line. This connection means the agency serves as a bridge between the CCP, the government, and the people. Media scholars sometimes describe the agency as the "eyes and tongue" of the CCP. This means it observes important events and communicates them to the masses. It also communicates government policies back to the people.

Xinhua uses various strategies to expand its international influence. It has signed content-sharing agreements with many news agencies worldwide. In 2015, it signed agreements with Russian state media. In 2018, it signed a memorandum of understanding with the Associated Press (AP). Xinhua also uses commercial methods to reach audiences. It has paid outlets like *The New York Times* to carry branded content called "China Watch." In 2018, it even launched an artificial intelligence-generated news anchor. This technology allows it to present news using a digital person.

Because of its role, Xinhua faces significant international scrutiny. In 2005, Reporters Without Borders called it the "World's Biggest Propaganda Machine." Critics argue the agency spreads disinformation and propaganda. It has also been criticized for targeting groups that are critical of the Chinese government. In the United States, the Department of State designated Xinhua as a foreign mission in 2020. Some observers note that Xinhua's content is often free or cheap for developing countries. This allows its news to fill gaps left by other major news wires. This widespread use can affect how the general public perceives international issues.
