Xi later moved to the coastal provinces to hold higher offices. He served as a leader in Xiamen and Ningde within Fujian province. As governor of Fujian from 1999 to 2002, he focused on urban growth. He oversaw projects like the Fuzhou 3820 Project Master Plan. He also worked to attract foreign and Taiwanese investment to the region. Later, he became the governor and party secretary of Zhejiang from 2002 to 2007. In 2007, he was transferred to Shanghai to replace the previous party secretary. 
Xi rose to the highest levels of national power in the late 2000s. He joined the Politburo Standing Committee (PSC) in 2007. By 2008, he was the presumed successor to leader Hu Jintao. He was appointed vice president and vice chairman of the CMC. In 2016, the CCP officially named him the leadership core.
His leadership has also changed China's relationship with the rest of the world. He has pursued a more hardline foreign policy. This involves disputes in the South China Sea and the Sino-Indian border. He also manages complex relations with the United States. To expand China's influence, he champions the Belt and Road Initiative in Africa and Eurasia. 

Under Xi, the role of the CCP in society has grown significantly. His political principles, known as Xi Jinping Thought, are in the national constitution. His tenure has seen increased censorship and mass surveillance. It has also seen a deterioration in human rights, including the persecution of Uyghurs.
