He oversaw a period of American expansionism. In 1898, the United States fought the Spanish-American War. McKinley had tried to negotiate with Spain to help Cuba gain independence. When negotiations failed, he signed a declaration of war. The United States won a quick and decisive victory. As a result, the U.S. gained several new territories. These included Puerto Rico, Guam, and the Philippines.

Expansion continued during his administration through other means. The United States annexed the Republic of Hawaii in 1898. It became a U.S. territory in 1900. McKinley also helped acquire American Samoa. This happened through the Tripartite Convention with Britain and Germany. This event occurred during a time of warming ties called the Great Rapprochement. McKinley was re-elected in 1900. His second campaign focused on imperialism and protectionism. He promised that his policies would keep the nation prosperous.

On September 6, 1901, he was shot by an anarchist named Leon Czolgosz. McKinley died eight days later. Vice President Theodore Roosevelt became the next president. Roosevelt's popularity eventually overshadowed McKinley's political legacy. However, historians note that McKinley's 1896 victory was a major turning point. It ended the political stalemate of the post-Civil War years. The United States still maintains control over many territories he annexed.
