He became the most senior military officer on active duty during World War II. Throughout his career, he held many different titles. These roles gave him great influence over military and foreign policy. He was a pioneer in the United States Armed Forces. In December 1944, he became a fleet admiral. This was the first time a flag officer reached a five-star rank.

His life spanned many global conflicts and major political shifts.

Leahy's journey began in Hampton, Iowa, on May 6, 1875. He was the first of seven children. His father, Michael Anthony Leahy, was a lawyer and a veteran of the American Civil War. The family moved from Iowa to Wisconsin during his childhood.

Leahy originally wanted to attend the United States Military Academy at West Point. However, he could not secure a Congressional appointment for that school. Instead, he attended the United States Naval Academy in Annapolis, Maryland. He entered as a naval cadet in May 1893. He graduated in 1897, ranking 35th out of 47 students. His class was remarkably successful in the Navy. Five members of his class eventually reached a four-star rank.

As a young officer, Leahy gained experience through many different sea assignments. He served in the Spanish–American War on the battleship USS Oregon. During the Battle of Santiago on July 3, 1898, he commanded the ship's forward turret.

He also saw service during the Boxer Rebellion in China. In the Philippines, he commanded a small gunboat called the Mariveles. This vessel had a crew of only 23 people. Leahy often felt strongly about the ethics of military actions. He was sometimes appalled by the use of brutality or torture during these conflicts. These early years taught him the realities of naval command and international tension.

Leahy's career included several important administrative and command roles. He served as Chief of the Bureau of Ordnance from 1927 to 1931. Later, he was the Chief of the Bureau of Navigation from 1933 to 1936. He also commanded the Battle Fleet from 1936 to 1937. As Chief of Naval Operations from 1937 to 1939, he was the most senior officer in the Navy. In this role, he oversaw the expansion of the fleet. He prepared the United States for the possibility of war.

These positions built his reputation as a capable leader.

In 1939, President Franklin D. Roosevelt appointed Leahy as the governor of Puerto Rico.

He later served as the American Ambassador to France from 1940 to 1942. This was a controversial time for American diplomacy. The United States wanted to keep the Vichy France government free from German control. Leahy had limited success in this mission. He eventually believed the United States should support Free France instead. After the attack on Pearl Harbor, he asked to return to the United States. This event brought the nation into the Second World War.

During the war, Leahy became the Chief of Staff to President Roosevelt in 1942. He acted as the de facto first Chairman of the Joint Chiefs of Staff. This meant he oversaw all branches of the American armed forces. He was a major decision-maker in global military strategy.

He also led the American delegation to the Combined Chiefs of Staff. His leadership helped coordinate massive military operations across different oceans. He held this vital position for the remainder of the war.

After the war ended, Leahy continued to influence American policy. He served under President Harry S. Truman. He helped shape postwar foreign policy until his retirement in 1949.

Leahy lived through a period of massive technological change. He saw the development of nuclear weapons. While he did not oppose their use during the war, he was cautious afterward. In the postwar years, he rejected war plans that relied too heavily on using nuclear weapons first. His career connects the era of old naval traditions to the modern age of global politics.
