During his early years, a leader named Zhang Juzheng ran the government. Zhang was a Grand Secretary, which is a very high official. He worked with the Emperor's mother, Lady Li. They helped the country become very rich and strong. Zhang changed how people paid taxes using silver.

He also made sure the military was well-prepared. Because of these changes, the state had huge amounts of grain and silver stored away. The government was very efficient during this time.

Later in his life, the Emperor's relationship with his officials changed. He began to feel unhappy with the people who advised him. He had a long fight with his ministers for over fifteen years. They could not agree on who should be the next heir to the throne. The Emperor wanted his third son, Zhu Changxun, to lead next. However, the officials chose his eldest son, Zhu Changluo, in 1601. This caused a lot of tension in the palace.

There were also many wars during the Wanli era. In the late 1500s, Ming forces fought in several big campaigns. A force of 40,000 soldiers stopped a rebellion in Ningxia in 1592. At the same time, Japan invaded Korea.

During the first decade of his rule, a Grand Secretary named Zhang Juzheng led the government. A Grand Secretary was a very high-ranking official who helped manage the empire. Zhang worked alongside the Emperor's mother, Lady Li, and a powerful eunuch named Feng Bao. Together, they implemented many administrative reforms to strengthen the state. Zhang used Legalist methods rather than traditional Confucian ones to centralize power. He wanted to increase imperial authority by streamlining how the government functioned. These changes helped the Ming state reach a level of power not seen since the early 15th century.

One major reform was the single whip reform. This system changed how people paid their taxes. Instead of paying in various goods, citizens paid in silver. Zhang also revised how the military was managed and updated county accounts for labor and fees. He compiled a new cadastre, which is a detailed register of land and taxpayers, between 1580 and 1582. These reforms were very successful at generating wealth. By 1582, the Taicang treasury held 6 million liang of silver.

Other reserves were kept in Nanjing, Sichuan, Zhejiang, and Guangxi. The granaries near the capital even held nine years' worth of grain.

Despite this prosperity, the Emperor's relationship with his officials became difficult. Zhang Juzheng had used his influence to appoint loyal followers to key posts. Many officials saw this as an abuse of power. After Zhang died in 1582, the Emperor began to change many of Zhang's administrative arrangements. The Emperor also faced a long conflict regarding the imperial heir. For over fifteen years, he tried to promote his third son, Zhu Changxun. However, government officials strongly opposed this. In 1601, the Emperor finally appointed his eldest son, Zhu Changluo, as the heir.

The late 16th century was also a time of significant military activity. In 1592, a Ming force of 40,000 soldiers quelled a rebellion in Ningxia. This allowed the empire to focus on a Japanese invasion of Korea.

A joint Korean-Chinese force, including 40,000 Ming soldiers, fought to push the Japanese back. By 1593, the Japanese had retreated to the southeast coast. In 1599, Ming forces also suppressed the Yang Yinglong rebellion in southwest China. However, new threats emerged in the northeast. In 1619, the Jurchen people defeated Ming armies at the Battle of Sarhu.

This battle resulted in the capture of part of Liaodong.

As the Emperor aged, his personal habits and health changed. In his youth, he was a quick learner who studied Confucianism, history, and calligraphy.

However, he later became cynical toward his ministers and traditional rituals. He stopped attending morning court audiences and evening study sessions. His health also declined significantly starting in the mid-1580s. He suffered from dizziness, fevers, and general weakness. These issues were linked to his regular use of opium. He became increasingly isolated from the officials who governed the empire.

The governance of China remained largely in the hands of Confucian intellectuals. These officials were often divided by regional origins or political movements. One such group was the Donglin movement, which criticized the Emperor and his followers. The Emperor had even tried to create a parallel administration using eunuchs in 1596. This was an attempt to rule separately from the traditional officials, but the plan was abandoned in 1606. The Wanli Emperor died on 18 August 1620, leaving behind a legacy of both massive imperial wealth and deep political division.
