In 1926, engineer David B. Steinman suggested a bridge. At that time, Staten Island was isolated from the rest of the city. People had to use ferries to travel to Manhattan or Brooklyn. In 1928, a group proposed the "Liberty Bridge." This plan included 800-foot-tall towers. However, Congressman Fiorello H. La Guardia blocked the plan. He believed private interests should not provide public necessities.

Other planners looked at building tunnels instead of a bridge. In 1923, a plan for a Staten Island subway tunnel began. This project was canceled two years later. In the 1930s, engineers also proposed vehicular tubes. These tubes would have connected Hylan Boulevard to 86th Street. Construction on these tunnels actually started in 1930. However, work stopped in 1932 because of a lack of money. The War Department also opposed bridge plans. They worried a bridge could block the Narrows during a war.

Robert Moses eventually changed the direction of the project.

As chairman of the Triborough Bridge and Tunnel Authority, he championed a bridge. He found that a bridge would be much cheaper than a tunnel. The military eventually approved the bridge in 1949. They required that construction start within five years. The bridge was designed to be high enough for large ships. For example, the RMS Queen Mary could pass underneath it. This ensured that maritime traffic would not be blocked.
