He is often called Valentinian the Great. He was the second-to-last emperor to govern the Roman Empire as a single whole. To manage the massive territory, he divided the administration between two rulers. He remained in control of the Western half of the empire. His brother, Valens, was appointed to rule the Eastern half. This system helped handle the many different needs of the vast Roman lands.

Valentinian was born in 321 in Cibalae, which is now Vinkovci in Croatia.

His father was Gratianus, a military officer famous for his wrestling skills. Valentinian joined the army in the late 330s. His early career faced a major setback in Gaul. During a conflict with the Alamanni, a commander named Barbatio blamed Valentinian for a defeat. As a result, Valentinian was cashiered, or removed, from his position in the army. He moved to a family estate in Sirmium to live after this failure.

His path to the throne began after the death of Emperor Jovian. Jovian had died under mysterious circumstances while traveling to the capital. A meeting of civil and military officials was held at Nicaea to select a successor. Several names were suggested, including Aequitius and Januarius. However, the assembly chose Valentinian because he was highly qualified and lived nearby. He accepted the position on February 25 or 26, 364. When the soldiers threatened to riot due to uncertainty, Valentinian showed great boldness. He reassured them that the army was his highest priority.

To ensure stability, Valentinian appointed his brother Valens as co-Augustus.

This appointment happened in Constantinople on March 28, 364. While Valens resided in the East, Valentinian established his court in Milan. He also reshuffled many military commands. While some officials from the previous reign were dismissed, most changes were based on merit. He kept some experienced leaders but removed many philosophers who had received high salaries. This restructuring helped organize the empire for the challenges ahead.

Much of Valentinian's reign was defined by military campaigns to protect Gaul. In 365, the Alamanni crossed the Rhine to invade Roman territory. Valentinian faced a difficult choice between helping his brother in the East and protecting Gaul. After listening to the leaders of Gallic cities, he chose to stay and fight. He sent generals to stop the invaders, but they were initially defeated. Later, a general named Jovinus won a victory near Chalôn. This success helped push the Alamanni out of the region.

Valentinian personally led massive military operations to secure the borders. In the spring of 368, he crossed the Rhine and Main rivers with a large army.

He even brought his eight-year-old son, Gratian, along on the campaign. The Romans fought the Alamanni at the Battle of Solicinium and won. Despite this victory, the Romans suffered heavy casualties during the fight. To prevent future raids, Valentinian ordered the construction of new fortifications along the west bank of the Rhine. He even attempted to build a fortress in the mountains near Heidelberg.

Valentinian I established a powerful family line known as the Valentinian dynasty.

His sons, Gratian and Valentinian II, succeeded him in the Western Empire. His daughter, Galla, married the emperor Theodosius I. His reign was a period of intense military activity and structural change. He worked to strengthen the defenses of the empire against various groups, including the Alamanni, Quadi, and Saxons. Through these efforts, he helped shape the political landscape of the late Roman world.
