A United Nations resolution is a formal text. It is written by a group within the United Nations, which is a large organization for many countries.

These documents are very important for world politics. They help countries share their views or decide on actions. Most resolutions come from two main bodies. The General Assembly is one large group. The Security Council is another important group. These groups use resolutions to talk about peace and safety.

Every resolution follows a very specific shape. It starts with a heading that names the group. Then it has preambular clauses that explain the problem. These clauses act like a preamble in other documents. After that come the operative clauses. These tell the world what actions to take.

A funny thing is that the whole resolution is just one long sentence. It uses many commas and semicolons. It only uses one period at the very end.

Not all resolutions have the same power. General Assembly resolutions are usually non-binding. This means they are like recommendations or ideas. They show what member states think about a topic. However, Security Council resolutions can be different. According to Article 25 of the UN Charter, member states must follow Security Council decisions. In 1971, the International Court of Justice made a big ruling. They said all Security Council resolutions are legally binding. This was during a case about Namibia.

Sometimes the Security Council cannot agree on a plan. This often happens if a permanent member uses a veto.

To fix this, the General Assembly can use a rule. It is called the "Uniting for Peace" resolution. This rule is known as Resolution 377. It lets the General Assembly act when the Security Council is stuck. This helps keep international peace and security.

It can even suggest using armed force if it is necessary.

We have seen this rule work many times in history. The General Assembly used it during the conflict in Korea in 1951. They also used it in the Middle East in 1956. More recently, it was used regarding Ukraine starting in 2022.

Even with these rules, following them can be hard. Carrying out resolutions often depends on powerful member states. Because of this, some resolutions are never fully carried out. It is a complex way for the world to work together.
