Tongzhi Restoration

history Maturity 11-13 Next article →

The Tongzhi Restoration was a major attempt to save the Qing dynasty. This was the ruling dynasty in China during the mid-1800s. At this time, the dynasty was facing a period of decline. The restoration lasted roughly from 1860 to 1874. Its main goal was to restore the traditional order of China. Leaders hoped this would stop the empire from falling apart.

Several serious problems forced the Qing leaders to act. The dynasty had faced the Opium Wars against foreign powers. They also had to deal with unequal treaties. Inside China, massive uprisings called the Taiping Rebellion caused great trouble. These events showed that the government needed to become stronger. The restoration was named after the Tongzhi Emperor, who ruled from 1861 to 1875. Much of the planning was engineered by his mother, the Empress Dowager Cixi.

To achieve these goals, leaders used the Self-Strengthening Movement. This movement was led by important statesmen like Zeng Guofan and Li Hongzhang. Zeng Guofan eventually became a viceroy, which is a high-ranking official. They wanted to revitalize the government and improve the economy. They also wanted to improve cultural conditions in the country. This movement focused on using practical knowledge to help the state.

The movement followed several specific stages of development. First, they established a foreign office in 1861. This office was created to handle diplomacy with other nations. In 1862, they opened foreign-language schools for English and French. However, enrollment in these schools remained quite small. Most ambitious young men still preferred to study Confucianism. They focused on the traditional exams required for government service.

Next, the movement moved into military and industrial projects. Arsenals, which are places where weapons are made, were established in 1865 and 1867. A naval dockyard was also built in 1866. A machine factory was later established in 1870. In 1872, the government began sending students to the United States for advanced education. Later, in 1877, coal mines were opened to provide energy. Finally, the Beiyang Fleet was launched in 1888 to replace ships lost in 1884.

Despite these efforts, the restoration faced many significant challenges. The new weapons performed poorly in wars against European powers. They were only effective against local peasant uprisings. Some experts, like Professor Immanuel C. Y. Hsu, argue the reforms were superficial. He suggests they mostly focused on machinery and armaments. The reforms did not try to use Western ideas or methods. Because of this, they did not achieve a true breakthrough in industrialization.

Organization was another major problem during this period. The royal court provided very little direction for the reforms. This left the work to provincial authorities in different regions. These local leaders were often poorly equipped. They sometimes even competed with one another instead of working together. China eventually suffered two major defeats in wars with France and Japan. These losses proved that the country still could not defend itself effectively.

Historians still debate the true impact of the Tongzhi Restoration. Mary C. Wright called it the "last stand of Chinese conservatism." She argued that these extraordinary efforts helped the civilization last for another sixty years. Another historian, John K. Fairbank, believed these leadership changes helped the Qing survive attacks. Whether it stopped the decline or just delayed it remains a question for scholars. The era remains a key example of how a government tries to modernize while keeping its old traditions.
