Tanuma Okitsugu was a powerful leader in Japan. He served the shogun, Tokugawa Ieharu. He held two top jobs. He was a chamberlain and a senior counselor. Tanuma and his son had a lot of power.

Tanuma wanted to fix Japan's economy. He wanted to help different areas trade better. He tried to make more farm land. He also set rules for selling goods like iron and oil. He even set limits on copper from mines.

But Tanuma was also corrupt. This means he and others were not fair. They took money for themselves. This made things worse for the country.

Between 1783 and 1787, the weather was bad. There was a drought and then floods. This caused a famine. Many people went hungry. This led to riots and protests.

In 1784, Tanuma's son was killed in Edo Castle. This was a very sad event. Soon, the shogun died too. Tanuma lost his power after that. His new rules for trade were stopped.
