The name "Tampa" has deep historical roots. The earliest version, "Tanpa," appears in the memoirs of Hernando de Escalante Fontaneda. He was a captive of the Calusa people. He described Tanpa as an important town. Archaeologist Jerald Milanich suggests it was located at Charlotte Harbor. Early Spanish explorers often confused different bays and inlets. They used names like Bahía de Espíritu Santo for Tampa Bay.

By 1576, the name B. Tampa appeared on Spanish maps. Later, British maps used names like "Carlos Bay." The name might come from the Calusa or Timucua languages. Its exact meaning remains unknown to scholars today.

Indigenous peoples inhabited the Tampa Bay shores for thousands of years. A Weeden Island culture developed there about 2,000 years ago. These people mostly relied on the sea for resources. They lived near the shoreline rather than farming. By the 16th century, the Safety Harbor culture was dominant. The Tocobaga people lived near modern-day Safety Harbor.

Spanish explorers like Pánfilo de Narváez and Hernando de Soto landed nearby. However, the Spanish did not establish permanent settlements. Native groups repulsed Spanish attempts to stay. Infectious diseases brought from Europe also devastated the local populations. By 1600, these indigenous cultures had collapsed. This left the coast largely depopulated for two centuries.

United States control of Florida began in 1821. The military established Fort Brooke in January 1824. This fort sat at the mouth of the Hillsborough River.
