Japan also lacked many natural resources like oil and iron. Much of their merchant fleet had been destroyed. This made it very hard to run their war economy.

Leaders from the Allied powers had a plan for peace. The United States, China, and the United Kingdom met at the Potsdam Conference.

In July 1945, they issued the Potsdam Declaration. They asked Japan to surrender without any conditions. If Japan did not agree, they warned of utter destruction. Inside Japan, leaders were divided on what to do. Some wanted to fight one last big battle. Others wanted to find a way to make peace.

In August 1945, several major things happened at once. On August 6, the United States used an atomic bomb on Hiroshima.
