Rockwell's path to professional acting involved rigorous training and various odd jobs. After his early film debut in 1989, he moved to New York City to study. He enrolled in the Professional Actor Training Program at the William Esper Studio. There, he studied under teacher William Esper to refine his craft. Before acting became his full-time career, he worked as a restaurant busboy. He also delivered burritos by bicycle and worked as an assistant to a private detective. A commercial for Miller in 1994 eventually provided the financial stability needed to pursue acting professionally.

His career moved into a new phase during the mid-1990s. A major turning point arrived with the 1996 film Box of Moonlight, directed by Tom DiCillo. In this film, he played an eccentric man-child living in a mobile home. This performance gained him significant attention at the Sundance Film Festival. This recognition led to roles in films like Lawn Dogs in 1997. For his work in Lawn Dogs, he won Best Actor awards at the Montreal World Film Festival and the Catalan International Film Festival.
