The city is organized into several distinct districts. These include the North-Western, Eastern, North-Eastern, and Southern districts.

The history of the area involves a significant change in location. Originally, the capital was an older city known as Old Ryazan. This site is now called Staraya Ryazan.

The first written mention of the settlement, then named Pereslavl, occurred in 1095. By 1129, it became the center of the independent Principality of Ryazan. The city faced many invasions due to its location between woodlands and the steppe. In 1237, the Mongol hordes led by Batu Khan besieged the city. The siege resulted in the city being completely razed to the ground. Consequently, the seat of the principality moved to Pereyaslavl-Ryazansky. This location was officially renamed Ryazan in 1778 by Catherine the Great.

During the late Middle Ages, the region faced various conflicts. In 1380, the Grand Prince of Ryazan, Oleg, fought in the Battle of Kulikovo. He joined a coalition against the armies of Dmitry Donskoy. Later, the principality was dissolved in 1521. It was then incorporated into the Grand Duchy of Moscow. The last duke, Ivan V, fled to the Grand Duchy of Lithuania after being suspected of treason. This period of political shifts shaped the modern borders of the region. The city has since evolved from a frontier principality into a major urban center.

The Soviet era brought rapid industrial and military growth to Ryazan. Following World War II, the city became a hub for science and industry. In 1960, a local petroleum refinery produced its first gasoline.

The city also produced potato-harvesting equipment and various heavy machines. Ryazan became a vital military center for the Soviet Airborne Forces. Because of the Higher Paratrooper Command Academy, it earned the nickname "paratrooper capital." During this time, the population grew from 72,000 to 520,000 people. This growth happened under the leadership of Nadezhda Chumakova. She focused on landscaping and built hundreds of kilometers of transport routes.

Ryazan is well known for its specific cultural and scientific institutions. The Ryazan Kremlin serves as a historic museum for visitors. The Pozhalostin Museum is one of the oldest art museums in Russia. For those interested in science, there is the Memorial Museum-Estate of Academician I.P. Pavlov. The city also hosts the Ryazan Museum of Long-Range Aviation. Education is a major part of city life. The Ryazan State Radio Engineering University teaches software and electrical engineering. The Ryazan State Medical University provides advanced medical training. The Gorky Library is the largest library in the entire region.

Modern Ryazan features a mix of industrial activity and urban services. The city experiences a humid continental climate. This means it has distinct seasons with varying temperatures. The city's economy has faced challenges, including the 1998 Russian financial crisis. Some companies went bankrupt during the economic troubles of the 1990s. However, the city remains an important center for the region. Residents use modern facilities like the Victoria Plaza mall.

The city also maintains many green spaces. A "green" ring of forests and parks surrounds the urban areas. This landscaping was a fundamental strategy for the city's development.

The government of Ryazan is divided into several different bodies. The City Duma acts as a local parliament to make laws. Executive powers are managed by the city governor and his advisers. The city is also the seat of the Ryazan Oblast Duma. This is the regional parliament for the larger oblast. Local environmental groups are also active in the community. They work to clean up water areas and remove illegal landfills. These groups organized ecological protests in 2019 and 2020. The city continues to balance its industrial history with modern environmental concerns.
