Because the three texts contain the same decree, scholars could compare them. This allowed them to use the known Greek to unlock the unknown Egyptian scripts.

History shows that the stone was created during a turbulent time for Egypt. King Ptolemy V Epiphanes became ruler at age five. This followed the sudden death of his parents in a conspiracy. A revolt also broke out in Egypt during his early reign. At the same time, foreign powers like the Seleucids were seizing Egyptian territories. The decree was issued by a congress of priests at Memphis. They wanted to establish the divine cult of the young king. The decree recorded that Ptolemy V gave silver and grain to the temples. It also noted that he helped farmers by damming excess Nile flood waters.

The stone's journey to the modern era began in July 1799. A French army officer named Pierre-François Bouchard discovered it. He was part of a French expedition during the invasion of Egypt. While the Rosetta Stone is not unique, it was vital for history. Other fragmentary copies of the same decree have been found. Similar bilingual or trilingual inscriptions also exist. These include the Decree of Alexandria from 243 BC and the Decree of Canopus from 238 BC. The Memphis decree was part of a larger tradition of donation steles. In Ptolemaic Egypt, these steles allowed subjects to glorify a king. This was different from earlier periods when only divine rulers made such decisions. These inscriptions helped bridge the gap between Greek and Egyptian cultures.

Today, the term "Rosetta Stone" has a broader meaning. It is used to describe an essential clue to a new field of knowledge. The stone's physical appearance was once misunderstood. For a long time, it was thought to be black basalt. This was because white chalk was used to highlight the letters. A layer of carnauba wax was also added to protect it. These additions were removed during a cleaning in 1999. This revealed the true dark grey color and crystalline structure of the granodiorite. It also showed the pink vein that helped identify its origin near Aswan.
