He served as the fifth president of the country. He was born in the city of Guaratinguetá. Later, he studied to be a lawyer.

As president, he wanted to fix the capital city, Rio de Janeiro. The city had many problems with sickness. Rats and mosquitoes were everywhere. This caused diseases like yellow fever. Alves hired Oswaldo Cruz to help with health. Cruz worked hard to stop these diseases. By 1906, the plague was almost gone.

Alves also wanted to make the city look modern. He helped build new streets and a better port.

Alves was elected president again in 1918. He won with almost all the votes. Sadly, he became very sick. He died from the Spanish flu in 1919. He never got to start his second term.
