On July 19, 2020, the number of districts was changed to four. These are Dubno, Rivne, Sarny, and Varash.

Demographically, the oblast is predominantly ethnic Ukrainian. According to the 2001 census, Ukrainians made up 95.9% of the population. Ethnic Russians accounted for 2.6%, and ethnic Belarusians represented 1.0%. The population was approximately 1,156,900 people as of January 1, 2013. The region is known for having some of the highest birth rates in Ukraine. However, these rates vary by district. For instance, the Rokytne Raion has an extremely high birth rate of 24.0 per 1000. Meanwhile, the Ostroh Raion has a much lower rate of 9.7 per 1000.

Language plays a central role in the cultural identity of the region. Ukrainian is the only official language throughout the oblast. In the 2001 census, over 97% of the population identified Ukrainian as their native language. This linguistic trend has strengthened over time. Following Ukraine's independence in 1991, the education system underwent a process of Ukrainization. By the 2023–2024 school year, all 164,344 pupils in general secondary education were studying in Ukrainian-language classes. Research shows that 93.0% of social media posts from the region are written in Ukrainian.

Administrative structures in the oblast have also undergone changes. On July 19, 2020, the number of raions, or districts, was reduced to four. These four raions are Dubno, Rivne, Sarny, and Varash. Before this change, the oblast was divided into 16 raions and four cities that reported directly to the oblast government. These cities included Dubno, Varash, Ostroh, and the center, Rivne. This reorganization was part of a broader effort to manage the region more efficiently.
