The modern structure of Spanish railways was created by a specific legal split. Under EU Directive 91/440, the original national network was divided on January 1, 2005. This separation distinguished between the tracks and the trains. The entity known as ADIF, or Administrador de Infraestructuras Ferroviarias, took over the infrastructure. ADIF manages the maintenance and construction of the tracks and stations. Meanwhile, Renfe-Operadora was established to handle the actual railway operations. This same separation process was later applied to the FEVE network in 2012. This system ensures that the management of tracks is separate from the service of moving trains.

Renfe organizes its massive operations through several specialized business units. In 2006, the company restructured into four main general directorates. The first is the Directorate for Suburban and Medium Distance services. This unit manages Cercanías commuter trains and regional services. The second is the Directorate of Long Distance Services. This group handles intercity travel and high-speed AVE services. The third is the Directorate for Freight and Logistics Services, which moves commercial goods. Finally, the Directorate for Manufacturing and Maintenance, known as Integria, maintains the rolling stock. By 2013, the group further reorganized into four separate companies under a single holding company. These include Renfe Viajeros for passengers, Renfe Mercancías for freight, Renfe Fabricación y Mantenimiento, and Renfe Alquiler de Material Ferroviario for train leasing.

The history of Renfe is deeply tied to the nationalization of Spanish railways. The name is an acronym for Red Nacional de los Ferrocarriles Españoles. This original network was created on January 24, 1941. For many decades, Renfe used a logo nicknamed the "galleta," or biscuit. This logo was first introduced in 1971. During the 2005 restructuring, the company replaced the biscuit with a dark purple wordmark. This new design was created by the firm Interbrand.
