During this time, he helped co-found NASA's Jet Propulsion Laboratory. He also served as an expert consultant for the U.S. Department of Defense with the rank of colonel in 1945. Qian held professorships at both MIT and Caltech. He even worked on designs for an intercontinental space plane. This design later inspired the X-20 Dyna-Soar, which was a precursor to the American Space Shuttle.

Qian's education followed a path from China to the United States. He graduated from National Chiao Tung University in Shanghai in 1934 with a degree in mechanical engineering. He then moved to the U.S. in 1935 through the Boxer Indemnity Scholarship program. He earned a master's degree from the Massachusetts Institute of Technology (MIT) in 1936. At MIT, he focused on the study of the turbulent boundary layer. He was particularly interested in American engineering methods that used direct experimentation. This was a different approach than the theoretical methods often used in China at that time.

In the 1950s, Qian's life changed due to political tensions known as the Second Red Scare. The United States government accused him of having communist sympathies.
