She was born in the city of Lawazantiya in a region called Kizzuwatna. Her father, Bentepsharri, was a head priest for the goddess Shaushka. Puduḫepa grew up to be a priestess for that same goddess. She was also very devoted to the goddess Ḫepat. This devotion was shown through her very own name.

Her life changed when she met the Hittite general Hattusili III. It was said that the goddess Ishtar helped them find love. Puduḫepa eventually became the queen, or tawananna, after Hattusili took the throne. This happened around 1286 BC after a civil war. Puduḫepa was a very busy and capable leader. She raised many children and even helped train military officers. She wrote about her ability to nurture others in her letters. She even helped the princesses in the royal household.

As queen, Puduḫepa worked right by her husband's side. She was not just a helper, but a partner in ruling. She used her own seal to make official things happen. Puduḫepa also managed the many rooms in the royal palaces. She even helped judge important legal cases in the court. One famous case involved a relative named Arma-Tarhunda. She also worked to organize the many Hittite gods. This helped bring religion and politics together in her land.

Making friends with other lands was a major part of her job. Puduḫepa used diplomacy to keep the Hittite kingdom strong. She wrote many letters to the Egyptian King Ramesses II.

Queen Nefertari of Egypt even sent her beautiful gifts. These gifts included a gold necklace with 12 strands. Nefertari also sent 12 colorful garments like tunics and cloaks. Puduḫepa also used her daughters to make peace with others. One daughter married Ramesses II, and another became queen of Isuwa.

Even after her husband died, Puduḫepa remained a very important figure. She held a high position during the reign of her son, Tudhaliya IV. During this time, she was sometimes called a goddess-queen. She continued to be involved in important legal matters. However, she later faced a difficult political change in the palace. Some say she was sent away by her daughter-in-law. Others believe she might have kept her power for a while. She may have lived to be ninety years old.
