A public–private partnership, often abbreviated as PPP, P3, or 3P, is a long-term contractual arrangement. It occurs between a government and private sector institutions. These deals are primarily used to fund and manage large infrastructure projects. Examples include the construction and operation of schools, hospitals, and transport systems. They are also used for water and sewerage systems.

The mechanism of a PPP involves a specific flow of money and responsibility. Typically, a private company provides the up-front capital to finance a project. This means they pay for the initial building or equipment costs. Once the project is active, the private partner recovers their investment and earns a profit. This repayment happens through revenue collected from taxpayers or from the users of the service.

For instance, a toll road uses user fees to pay back the builders.

There are different ways these partnerships are structured. In the United Kingdom, many projects use bonds for financing. In Canada, P3 projects often use loans that must be repaid within five years. After that, the projects are refinanced at a later date. Some partnerships involve the government paying the private sector for agreed-on services. In other cases, the cost is borne entirely by the people using the service.

To manage these complex deals, companies often form a special entity. This is called a special-purpose vehicle, or SPV. The SPV is a private-sector consortium created specifically to develop, build, and operate the asset. This company handles the project for the entire length of the contracted period. This structure helps separate the specific project's finances from the larger parent companies.

History shows that governments have used private cooperation for a long time. In the early 1800s, Muhammad Ali of Egypt used "concessions" for railroads and dams. These allowed him to build public works at a low cost. In the United States, early infrastructure relied on similar models. This included the Philadelphia and Lancaster Turnpike in 1792 and the first New Jersey railroad in 1815.

Even the modern electric grid has roots in these types of arrangements.

Contemporary PPPs grew significantly during the late 20th century. In 1992, the United Kingdom's Conservative government introduced the Private Finance Initiative, or PFI. This was a systematic program to encourage private involvement in public administration. The goal was to manage public debt by moving assets off the government's balance sheet. Later, under Tony Blair, PPPs became the standard for government procurement. Blair created Partnerships UK to promote and implement these models across the country.

These partnerships are often controversial and spark intense debate. Critics argue that PPPs are more expensive than projects funded entirely by the government. This is because the private sector often faces higher costs of borrowing. Consequently, taxpayers or users may end up paying much higher interest costs. There are also concerns regarding accountability and the secrecy of financial details.

Some groups even describe these deals as "privatization by stealth."

Despite the criticism, advocates point to several potential benefits. They argue that PPPs encourage innovation and allow for better risk-sharing. By involving private firms, governments may gain access to new technologies and management styles. However, evidence regarding whether these deals provide better value for money is often mixed. The success of a PPP often depends on how well the risks are allocated between the public and private partners.
