Each prefecture has its own leader. People vote to choose this leader. They also vote for a group called an assembly. This group makes rules and budgets. The prefectures do many big jobs. They run police forces and look after schools. They also take care of hospitals and roads.

Each prefecture has a special sign. This sign is called a mon. It is like a coat of arms. It helps people tell the parts apart. In the past, there were many more parts. In 1871, the number was 72.
