Beyond administrative duties, Montini played a significant role in wartime relief efforts. He helped found the Pontifical Commission for Assistance to support refugees and those in need. In 1944, this commission distributed nearly two million portions of free food in Rome alone. He also worked to extend Church asylum to various groups, including displaced persons and soldiers. However, historical documents from 2011 show he also participated in complex political activities. These records indicate he worked with certain figures to plan anti-communist efforts in Africa. He also cooperated with American intelligence services, such as the OSS and the CIA, regarding Italian politics. 
In 1954, Montini was appointed the Archbishop of Milan, a massive diocese in Italy. 
After the death of Pope John XXIII, Montini was elected as his successor in 1963. 
Paul VI was also a pioneer in papal travel and global engagement.
In the years following his death, the Catholic Church moved toward formal recognition of his life. Pope Benedict XVI declared him venerable in 2012, noting his heroic virtue. In 2014, Pope Francis beatified him after a miracle was attributed to his intercession. Finally, Paul VI was canonized as a saint on October 14, 2018.
