One group holds most of the power. This group is the CCP. It is a one-party state. This means only one party runs the country. The CCP picks the leaders for the state.

A large group called the National People's Congress, or NPC, is very important. The NPC is the main part of the government. It meets every year for about two weeks. Members of the NPC review laws and the budget. They also pick many state leaders.

In China, people do not vote for national leaders. They can only vote at the local level. This happens in small towns and villages. The CCP still controls who can run for these spots.

There are eight other small political parties. However, they must support the CCP. They do not act as an opposition. The CCP also leads the People's Liberation Army. This is the group that runs the armed forces. China is a very large land with many people. It can be hard to rule from the main city, Beijing.

The NPC has a smaller group called a Standing Committee that meets more often. This committee helps make most of the national laws.

Power is held by a few key leaders within the CCP. The most important person is the General Secretary. This person holds the highest authority in the party. Since 1989, one person has held both the General Secretary role and the military leader role. This gives that person a huge amount of control. The President of China is a state leader, but the role is often more ceremonial. In March 2018, the NPC removed limits on how long a president can serve.

There are other small political parties in China, but they are not like parties in other places. There are eight minor parties that work under a system called the united front. These parties must support the leading role of the CCP to exist. They participate in a group called the Chinese People's Political Consultative Conference. They do not act as an opposition to the CCP. Instead, they help the CCP connect with different parts of society.

Voting works differently in China than in many other nations. People can only vote for leaders at the local level. This includes small towns and villages. The CCP functions as the true source of authority within this structure. The party holds two-thirds of the seats in the NPC. This allows the CCP to control the state through the legislative process. The party's supreme body is the Party Congress, which meets every five years. This congress elects the Central Committee. The Central Committee then elects the most powerful leaders in the country.

Leadership within the CCP is organized into several specific bodies. The General Secretary is the highest-ranking official and the paramount leader. Below the General Secretary is the Politburo, which contains 22 full members. The most critical group is the Politburo Standing Committee. As of June 2020, this committee consisted of seven members. These individuals make the most important decisions for the nation. The Secretariat serves as the main administrative mechanism for the party.

Power is concentrated in specific roles held by individual leaders. The General Secretary holds ultimate authority over both the party and the state. Since 1989, one person has held both the General Secretary role and the chairmanship of the Central Military Commission. This grants that individual predominant power over the military and the government. The President of China serves as the state representative. While the presidency was once limited by term limits, the NPC removed these limits in March 2018.

Political competition in China often happens within the party itself. These are known as intra-party factions. In the past, two main groups were the Tuanpai and the Shanghai Clique. The Tuanpai consisted of officials from the Communist Youth League. The Shanghai Clique rose to power under former leader Jiang Zemin. However, since Xi Jinping became General Secretary in 2012, he has centralized power. He has promoted his own allies, often called the "Xi Jinping faction," making the old factions considered extinct.

The electoral system is highly constrained by party control. Direct elections only occur at the local level, such as in villages and towns. At the national level, there are no free elections. The CCP controls all candidate nominations for these local positions. While there are eight minor political parties in China, they must support the CCP's leadership. They participate in the Chinese People's Political Consultative Conference (CPPCC) but do not act as an opposition. This system ensures the CCP remains the sole ruling power.
