A planned economy is a system for managing a country's resources. In this system, leaders make plans for production and investment. They decide how to use capital goods and money. This is different from a market economy. In a market economy, private companies make their own choices. They decide what to make and what prices to set.

There are many ways to organize these plans. Some use a central group to make all decisions. This is often called a command economy. Other ways are decentralized or participatory. This means more people help make the choices. Some systems use market socialism to blend different ideas. Modern thinkers even suggest using computer science to help. They want to use new technology to coordinate everything better.

History shows many different types of planning. Long ago, the Incan economy used a command style. They focused on moving labor instead of goods. In the Soviet Union, planning became very formal. The government started an agency called Gosplan in 1921. Before that, they used policies called war communism. Leon Trotsky was an early supporter of these plans. He believed planning could make industry grow much faster.

Some people used technology to try new things. In 1971, Chile started Project Cybersyn. They put telex machines in many different organizations. This allowed data to move between firms and the government. A control room helped leaders see the economy in real time. In 1959, Anatoly Kitov proposed a computer network for the Soviet Union. His plan was rejected by the defense ministry.

Planning has different results for different people. Supporters say it helps a state reach big goals. It can help a country build heavy industry very quickly. For example, the Soviet Union grew its industry in the 1930s. However, critics say planners may not know what people want. They might not see shortages or surpluses accurately. This can lead to a hard job for the planners.
