Pedro Santana was a central figure in the early history of the Dominican Republic.

He was a soldier and a politician who held immense power during the mid-1800s. Santana served as president three separate times between 1844 and 1861. He also served as the first governor-general when the nation was annexed to Spain. While he was once called the "Libertador de la Patria," or Liberator of the Fatherland, modern history often describes him as a dictator. This is because his style of leadership was authoritarian, meaning he held nearly absolute control.

Santana's early life was shaped by the shifting borders of the Caribbean. He was born in 1801 in Hincha. At that time, the region was part of the Captaincy General of Santo Domingo. Due to the Treaty of Basel in 1795, Spain transferred control of the area to France. This caused great insecurity for many families. Santana's parents were cattle herders, known as hateros, of Canarian origin. They moved frequently to places like Gurabo and El Seibo to find safety. Although Santana never received a formal education, his family gained influence through land and marriage.

In 1822, the political landscape changed again when Haitian President Jean-Pierre Boyer annexed the territory. This period of Haitian rule lasted until 1843. During this time, Boyer abolished slavery and changed land ownership. Many local landowners, including the Santana family, opposed this rule. In 1843, a secret group called La Trinitaria began planning for Dominican independence. The Santana brothers were approached by leaders like Juan Pablo Duarte to join the cause. While Pedro Santana agreed to help, he insisted that he must be the one to command the troops.

On February 27, 1844, the Dominican Republic was officially proclaimed as a sovereign state. Santana played a vital role in this moment. He led a southern expeditionary army to protect the new nation. On March 19, 1844, his forces of 3,000 men defeated a Haitian army of 10,000 at the Battle of Azua. This victory was a major boost for Dominican morale. Shortly after, the Central Governing Board named Santana president on a provisional basis. He also oversaw the creation of the nation's first constitution in late 1844.

Santana's first period of leadership was marked by strict control and conflict. The 1844 Constitution was drafted by many conservatives. Santana demanded the inclusion of Article 210, which made him unaccountable for his actions. This meant he could not be legally held responsible for what he did. He used this power to punish political rivals and dissidents. For example, he ordered the execution of María Trinidad Sánchez in 1845. He also used the death penalty for minor crimes, such as the theft of bananas. These actions led to popular discontent, and he resigned in 1848.

Santana returned to power following a military crisis in 1849. After the death of the Haitian President, General Faustin Soulouque led an expedition into the Dominican Republic. The sitting president, Manuel Jimenes, failed to act effectively against this invasion. The Dominican congress called on Santana to lead the defense. He successfully repelled the Haitian forces at the Battle of Las Carreras in April 1849.

In recognition of this victory, the congress named him the "Liberator of the Fatherland." He was also granted the title of General in Chief of the armies.

In his final major political move, Santana chose a path that divided the nation. Unlike many of his opponents who wanted a fully independent state, Santana wanted to reintegrate the Dominican Republic into the Spanish Empire. He oversaw the reestablishment of the Captaincy General of Santo Domingo. In 1862, Queen Isabella II of Spain granted him the title of Marquess of Las Carreras for this work.

This decision led to intense conflict. Santana died during the Dominican Restoration War, a struggle fought to regain the independence he had helped surrender. The country finally regained its full sovereignty in 1865.
