On May 1, 1898, the USS Olympia led the Asiatic Fleet into Manila Bay. This occurred while the Spanish Administration Building was nearly finished. Following the surrender, Spain gave its rights in the Philippines to the United States. President Theodore Roosevelt issued an executive order on November 9, 1901. This order reserved Subic and adjacent lands for naval purposes. The U.S. Navy expanded the station and used existing Spanish facilities.
World War II brought destruction to the city. Japanese bombers attacked the Olongapo and Subic Bay area on December 14, 1941. Before the Japanese arrived, Filipinos burned the Subic Bay Naval Station. They also scuttled the USS New York in the bay. Olongapo was destroyed twice during the war. In 1945, the city was bombed, shelled, and burned again. American and Philippine Commonwealth troops eventually liberated the area. Very few landmarks survived this period. Only the Spanish Gate and the Station Chapel remained from the old era. 
After the war, the United States rebuilt Olongapo. The new town was built on undeveloped land north of the old site. The former town site became part of the naval base. Early years were difficult because the new town lacked basic services. There was no electric power or drainage system. Water supplies and sanitation were also inadequate. During the Korean War, the U.S. spent money to develop the Cubi Naval Air Station. This became the largest U.S. installation of its kind in Asia. By 1956, the population grew to 39,180 people.
Olongapo had a unique political status for many years. Unlike the rest of the Philippines, it was governed as part of a U.S. naval reservation. The commander of the Subic Bay Naval Base chaired the town council and school board. This caused tension regarding legal rights and taxes. In 1959, the U.S. relinquished 56,000 acres of land to the Philippines. Olongapo eventually became a chartered city on June 1, 1966. It reached highly urbanized city status on December 7, 1983. 

The city's economy changed significantly during the 1970s. The Vietnam War brought a constant flow of U.S. sailors to the nearby base. At the peak in 1967, the base saw 215 ships per month. This led to the growth of a large sex industry. Many businesses, such as nightclubs, grew to serve the sailors. The economy shifted from agriculture to service-based businesses. This period was also marked by the Martial Law era under Ferdinand Marcos. This era included many human rights abuses across the Philippines.
A major natural disaster hit the region in 1991. Mount Pinatubo erupted on June 15 of that year. The eruption was eight times more powerful than the 1980 eruption of Mount St. Helens. Volcanic clouds blocked out the sun. Heavy rain from a typhoon caused muddy flows. This created a dark period known as "Black Saturday."
