Podgorny was born on February 18, 1903, in Karlovka. He grew up in a Ukrainian working-class family. He began his professional journey in the mechanical workshops at age 17. After graduating from a workers' school in 1926, he pursued higher education. He completed his studies at the Kiev Technological Institute of Food Industry in 1931. This specialized training led him into the sugar industry. He worked his way up through various engineering and management roles. By 1939, he was a chief engineer for sugar trusts. He eventually became the Deputy People's Commissar for the Food Industry of the Soviet Union.

His rise to national power was tied to his economic management. During World War II, he directed the Moscow Technological Institute of Food Industry. After the war, he helped reestablish Soviet control over Ukraine. He focused heavily on reorganizing the Ukrainian economy. Between 1957 and 1963, he served as the First Secretary of the Communist Party of Ukraine. In this position, he was the most powerful person in Ukraine. He worked to increase industrial and agricultural production. He also focused on educating new cadres, or trained members, for the party.

In 1964, Podgorny participated in a major political shift. He joined Leonid Brezhnev to remove Nikita Khrushchev from office. They accused Khrushchev of economic failures and improper behavior. This event led to the creation of a collective leadership called a troika. The troika consisted of Brezhnev, Alexei Kosygin, and Anastas Mikoyan. Podgorny eventually replaced Mikoyan as Chairman of the Presidium in December 1965. This position became the second most important office in the country. However, his time in the troika was marked by internal struggles. He often clashed with Brezhnev and Kosygin over policy directions.

Podgorny was known for his relatively liberal views. Within the Politburo, which was the highest policy-making body, he was more open than many peers. This stance sometimes caused friction with the conservative wing of the party. In 1965, he criticized heavy industrial policy during a speech in Baku. This move angered many conservative leaders. Some even labeled his views as "revisionist," meaning they thought he was changing core party ideas too much. Despite these tensions, he remained a major political player for many years. He frequently led state delegations to various foreign nations.

As head of state, Podgorny performed many diplomatic duties. He traveled to places like China and North Vietnam to discuss foreign relations. He also visited Finland and Afghanistan. In 1967, he delivered an intelligence report to Egypt regarding Israeli troop movements. He met with several world leaders during his tenure. For example, he met French President Charles de Gaulle in Moscow.

These visits helped maintain the Soviet Union's international presence. His role involved representing the state during critical global events.

Eventually, the balance of power shifted toward Leonid Brezhnev. Brezhnev sought to consolidate control over the entire regime. He viewed Podgorny's high rank in diplomatic protocol as a challenge. In the early 1970s, Brezhnev worked to strengthen his own position. By June 1977, Podgorny was removed from his leadership roles. He was stripped of his position in the Politburo as well. This removal forced him to resign from active politics. He remained sidelined from Soviet affairs until his death on January 12, 1983. His life reflects the shifting dynamics of Soviet governance.
