Siquijor is a smaller island located to the southeast of Negros. Together, these islands cover a total area of 13,525.56 square kilometers. The region is surrounded by many different seas. These include the Guimaras Strait, the Visayan Sea, and the Tañon Strait.

Nature looks very different depending on where you stand. Negros is the second largest island in the Visayas group. Much of the land is volcanic, which makes the soil great for farming. Huge sugarcane plantations cover the flat plains of the island.

The center of the island is filled with tall mountains. The highest peak is Kanlaon, which is an active volcano. It reaches 2,465 meters above sea level. You can also find deep lakes and thick forests in the north. Siquijor is smaller but has its own beauty. It features hills, beaches, and even fossils of giant clams.

Creating this region has been a long journey with many changes. In the 1980s, leaders first suggested joining the two provinces. They wanted people to share the same resources and roads. The region was first officially made on May 29, 2015. However, it was taken away just two years later in 2017. This happened because officials were worried about the high costs. For a few years, the islands were part of different regions again.

Recently, the region has returned. On June 11, 2024, President Bongbong Marcos signed a law to bring it back. This new version of the region includes Siquijor as well. The region has three provinces and 19 cities. Bacolod is the most populous city in the whole area. It is also a highly urbanized city.

Dumaguete is another important center and is the most densely populated city. There are many government offices located in both Bacolod and Dumaguete.

Life in the region is shaped by its many different people. There are several native languages spoken across the islands. People in Negros Oriental and Siquijor often speak Cebuano. In much of Negros Occidental, people speak Hiligaynon.

These languages help define the different parts of the island. Because mountains split the island, the east and west sides have different ways of speaking. This makes the region a very interesting place to learn about. The islands work together to manage things like tourism and the environment.

It is composed of three provinces: Negros Occidental, Negros Oriental, and Siquijor. It also includes Bacolod, which is a highly urbanized city. The geography of the region is defined by its two main islands and surrounding waters. Together, the islands cover a total area of 13,525.56 square kilometers. Several bodies of water border the region, including the Guimaras Strait to the west. The Visayan Sea lies to the north, while the Tañon Strait is to the east. To the southeast is the Bohol Sea, and the Sulu Sea is to the south. The landscape features both extensive flat plains and rugged mountainous ranges.

Negros is the second largest island in the Visayas, following Samar. Much of the island is volcanic in origin, which provides fertile soil for agriculture. Because of this, the flat plains are dominated by massive sugarcane plantations. The island is often called a sugarcane powerhouse for the country. The central mountains divide the island into two distinct parts. The western half primarily speaks Hiligaynon, while the eastern half speaks Cebuano.

The mountains also contain several important natural landmarks and peaks. Kanlaon is the highest point on Negros Island, standing at 2,465 meters above sea level. It is also one of the most active volcanoes in the Philippines. Other notable peaks include Mount Talinis, which is 1,903 meters high, and Mandalagan at 1,885 meters. In the interior, you can find the twin lakes of Balinsasayao and Danao. The northern part of the island contains the Northern Negros Natural Park, a protected forest area.

Siquijor is a much smaller island located southeast of Negros Oriental. It has an area of 343.5 square kilometers, making it the third smallest province in the country. The highest point on Siquijor is Mount Malabahoc, also known as Mount Bandila-an, reaching 628 meters. The island is known for its beaches and coastal areas. In the inland fields of San Juan, visitors can find fossils of the giant clam, Tridacna.

The history of the NIR involves several attempts to establish it. In the 1980s, officials proposed a one-island region to unite the two Negros provinces. At that time, they belonged to different administrative regions, with offices in Panay and Cebu. In 2015, President Benigno Aquino III signed Executive Order 183 to create the region. However, this was abolished in 2017 by President Rodrigo Duterte. This decision followed concerns regarding the 19 billion cost of maintaining the region.

The region was finally re-established on June 11, 2024, by President Bongbong Marcos. This was done through Republic Act No. 12000. This new version includes Siquijor at the request of its provincial authorities. The region now has two main centers: Bacolod and Dumaguete. Dumaguete is the most densely populated city in the region. There will be sixteen regional government offices in Dumaguete and fourteen in Bacolod.

Despite its creation, the NIR has faced some legal and social challenges. In August 2024, a group led by Reverend Father Hendrix Alar challenged the law in court. They argued that the region was created without proper public consultations. Some members of the Roman Catholic Diocese of Dumaguete also expressed opposition. They felt the creation of the region was an insult to the people of Negros Oriental and Siquijor. These discussions highlight the complex political nature of organizing administrative regions.
