It provides about 25% of the federal money for basic research in the U.S.

Running the NSF involves many different people and rules. The president of the United States chooses a director and a deputy director. The U.S. Senate must also confirm these leaders. These two people handle the daily work and the budget. There is also a group called the National Science Board. This board has 24 members who are also picked by the president. After World War II, leaders argued about how to organize science. One leader, Harley Kilgore, wanted the public to have more control. Another leader, Vannevar Bush, thought scientists should lead themselves. Bush wrote a report in 1945 called "Science—The Endless Frontier."

Finally, the NSF was born through a compromise. President Harry S. Truman signed the law on May 10, 1950.

The first director was a man named Alan T. Waterman. At first, the agency had a very small budget. In its first nine months, it only had $151,000. Things changed after the Soviet Union launched the Sputnik 1 satellite in 1957. This event made the U.S. want to study science much more. By 1958, the budget grew to $40 million.

Additionally, the National Science Board (NSB) oversees the agency's broad policies. The NSB consists of 24 members appointed by the President. Unlike the director, these board members do not require Senate confirmation. The board meets six times every year to establish overall policy.

Before the NSF existed, the U.S. government took a "laissez-faire" approach to science. This means the government mostly left scientific research to others. Between 1910 and 1940, most research happened in private or university laboratories. These labs relied on private donations or charitable foundations. During World War II, the government began coordinating more research through the Office of Scientific Research and Development (OSRD).

This period raised questions about who should own the rights to new technologies developed with public money.

Creating a national science agency sparked a long political debate. Two leaders had very different visions for how science should be managed. Senator Harley Kilgore wanted a system controlled by the public and civil servants. He believed research should be spread equitably and that the public should own all patents.

On the other hand, Vannevar Bush argued that scientists should lead themselves. Bush believed that experts, not politicians, should decide which research projects are most important. He focused on "basic research," which is the study of fundamental principles.

After several failed attempts to pass new laws, a compromise was reached. This compromise closely resembled the ideas proposed by Vannevar Bush. President Harry S. Truman signed the National Science Foundation Act on May 10, 1950.

Alan T. Waterman became the agency's first director in 1951. The agency started with a very small budget of only $151,000 for its first nine months. However, the launch of the Soviet satellite Sputnik 1 in 1957 changed everything. This event caused Congress to increase the NSF budget to $40 million by 1958 to strengthen American science.

The NSF's impact has grown significantly over the decades. In 1983, the budget was $1 billion. By 2020, it had grown to $8.28 billion. For fiscal year 2023, the annual budget reached about $9.9 billion.

The agency also helps provide tools for discovery, such as national observatories. In 1958, the NSF selected Kitt Peak in Arizona for its first national observatory. This gave astronomers access to advanced telescopes that were previously only available to certain universities.

Every year, the NSF manages a massive number of scientific proposals. In fiscal year 2020, the agency received 42,400 proposals and awarded 12,100 of them. This represents a funding rate of 28%. In 2021, the agency received an estimated 43,200 proposals and awarded 11,500.

The agency continues to adapt to new scientific needs and challenges. In 2022, the NSF began funding open-source software through the POSE program. This program is called Pathways to Enable Open-Source Ecosystems. The NSF remains a central part of the American scientific landscape. It connects government funding to the pursuit of knowledge in nearly every non-medical field. By supporting basic research, the NSF helps drive economic health and national defense.
