His transition into politics began with several different roles. He first ran for the U.S. Senate in Massachusetts in 1994 but lost to Ted Kennedy. Later, he led the Salt Lake Organizing Committee for the 2002 Winter Olympics. This successful leadership role helped relaunch his political career. In 2002, he was elected governor of Massachusetts. As governor, he signed a health care reform law known as "Romneycare." This law used state subsidies and individual mandates to provide health insurance to many people. He also fixed a state budget deficit of $1.2 to $1.5 billion.

In the Senate, Romney was known for making independent decisions. He was a Republican, but he often acted as a moderate or neoconservative. He was the only Republican to vote to convict Donald Trump during his first impeachment trial. He also voted to convict in a second trial in 2021.

He supported several different policies, such as gun control and the confirmation of Ketanji Brown Jackson to the Supreme Court. He also advocated for strong relations with countries like China, Russia, and Iran. In 2023, he announced he would not run for reelection. His term in the Senate ended in 2025.
