He was born in Belgium in 1934. His family moved to the United States to stay safe. Rich grew up to trade raw materials like metals and oil. He even started his own company in Switzerland. People called him "the King of Oil" because he was so good at it.

Rich did business in many different countries. Some of these deals were not allowed by the law. He traded oil with Iran even when it was banned. He also helped Israel get oil through a secret pipe. Because of these deals, the U.S. government charged him with crimes. He fled to Switzerland to avoid arrest. He never lived in the U.S. again.

On his last day in office, President Bill Clinton gave Rich a pardon. A pardon is when a leader forgives someone for a crime. This was very controversial. Many people thought the pardon was unfair. Some thought Rich's large gifts to leaders helped him. Others said leaders in Israel asked for the pardon. Clinton later said he regretted the choice.
