It serves as the cultural capital of the state. The city also acts as the administrative headquarters for the Madurai district. This district is managed by the Madurai Municipal Corporation. That organization was first established on 1 November 1866. Madurai sits on the banks of the Vaigai River. It is a very old settlement with a documented history exceeding 2,500 years. Some people call it "Thoongaa Nagaram." This translates to "the city that never sleeps."

The city's layout follows very specific architectural principles. Viswanatha Nayak, the first Madurai Nayak king, redesigned the city. He used rules called Shilpa Shastras. These are ancient Sanskrit rules for urban planning and architecture. The city is built around the Koodal Azhagar and Meenakshi temples. These temples act as the ritual and geographic center. The streets are arranged in concentric quadrangular shapes around these sites.

These streets are named after Tamil months, such as Aadi, Chittirai, Avani-moola, and Masi. Ancient texts describe the city as looking like a lotus flower. The streets represent the petals surrounding the central temple. The city axes align with the four directions of the compass.

Madurai has a complex history of many different rulers. The Pandyan Kingdom ruled the area for a long time. Other empires included the Chola Empire and the Madurai Sultanate. The Vijayanagar Empire and the Madurai Nayaks also held power. Later, the Carnatic kingdom and the British East India Company ruled.

In 1801, the city came under direct British control. The British annexed the city to the Madras Presidency. They even helped fund the Meenakshi temple during their rule. In 1837, the British demolished the fortifications around the temple. They used the debris to build new streets like Veli and Marret.

Archaeologists have found evidence of very ancient life here. Excavations in Manalur show Roman trade links from 300 BCE. The city is also linked to the Sangam age. This was a time of great Tamil literature and scholarship. The third Tamil Sangam was a major meeting of scholars held here.

The name "Koodal" refers to these scholarly assemblies. Some believe the name Madurai comes from "matiray." This is an Old Tamil word meaning a "walled city." Others suggest it comes from "Kadambavanam," a forest of Kadamba trees. It may also derive from "Marutham," a type of landscape.

Madurai is a massive urban center in modern India. As of the 2011 census, it was the third largest metropolis in Tamil Nadu. This ranking follows Chennai and Coimbatore. The city had a population of 1,470,755 in 2011. It is also the 27th largest urban agglomeration in the whole country. The city covers a large area and manages 100 different wards.

In 1939, the Temple Entry Authorization and Indemnity Act was passed. This law removed rules that stopped certain groups from entering temples. This movement was led by activists like A. Vaidyanatha Iyer. The city also serves as a legal center. It is the seat of a bench of the Madras High Court.
