Máximo Jerez was a major figure in the history of Nicaragua during the 1800s. He was a lawyer, a military leader, and a politician. Many historians view him as one of the most important Liberal thinkers in his country. The Liberal Party was a political group that held specific ideas about how a nation should be run. Jerez was also a strong supporter of Central American unity. This means he wanted the different countries in Central America to work together as one.

Jerez began his political career during a very unstable time in Nicaragua. In 1855, he worked alongside a man named Francisco Castellón Sanabria. Together, they participated in bringing William Walker and his filibusters to Nicaragua. A filibuster is a person who enters a foreign country to achieve political or military goals. On 31 October 1855, Jerez was named the Minister of Foreign Relations. He served in a provisional government, which is a temporary government used during transitions. This government was officially led by Patricio Rivas.

Political struggles continued as Jerez sought higher office. He ran for the presidency of Nicaragua in 1856. During this election, no single candidate obtained an absolute majority. An absolute majority means a candidate receives more than half of the total votes. Because of this, President Rivas summoned new elections for 10 March 1856. However, Rivas changed his mind on 14 March and countermanded the decree. He also broke his political relations with William Walker.

Jerez eventually helped lead the nation through a unique system of shared power. On 23 January 1857, he formed a dual Junta government. A Junta is a group of people that governs a country. He joined with Tomás Martínez, who was a leader of the Conservative Party. They acted jointly as the Presidents of Nicaragua for several months. This shared leadership lasted from 24 June 1857 until late in the year. Specifically, they served until 19 October or 15 November 1857.

After his time as president, Jerez served as a diplomat. He held the title of Minister Plenipotentiary to Costa Rica. A Minister Plenipotentiary is a diplomat with full power to represent their government. On 15 April 1858, he signed a very important document called the Cañas–Jerez Treaty. This treaty was used to define the boundaries between Nicaragua and Costa Rica. Setting clear borders is essential for peace between neighboring countries. This agreement helped establish the specific lands belonging to each nation.

Jerez remained active in politics even when he was outside of Nicaragua. In 1876, he organized a military expedition from El Salvador. His goal was to overthrow the provisional government of Pedro Joaquín Chamorro Alfaro. This attempt to change the leadership of his home country was unsuccessful. Despite this failure, Jerez remained a significant figure in the regional political landscape. His life involved constant movement between law, military action, and international diplomacy.
