He was born in León in 1818. He was a lawyer and a soldier. He was also a thinker for the Liberal Party. This was a group that wanted certain changes. Jerez wanted to unite lands in Central America.

In 1855, he joined a new government. He served as the Minister of Foreign Relations. In 1856, he ran for president. No one won the election that year. Later, Jerez helped lead the country. He worked with Tomás Martínez. They were both presidents for a short time in 1857.

Jerez also worked as a diplomat. A diplomat is a person who represents their country. In 1858, he went to Costa Rica. He signed a treaty there. This treaty set the borders between the two lands. In 1876, he tried to change the government from El Salvador. This plan did not work. People in León still honor him. A statue stands in his home city.
