During the 1930s, he became one of the most significant box-office draws in the world. His career spanned both the British theater scene and the Hollywood film industry. He was celebrated for his versatility in many different creative roles. Howard also contributed to literature by writing stories and articles for major publications like The New Yorker and Vanity Fair. His ability to move between stage and screen made him a legendary figure in 20th-century entertainment.

Howard's professional process often involved managing multiple responsibilities at once. In Broadway productions, he frequently juggled acting, producing, and directing duties. He was a skilled dramatist who even wrote and starred in his own play, Murray Hill, in 1927. In the film industry, he helped establish Minerva Films Ltd. This production company focused on films written by the famous author A. A. Milne. Although the company struggled financially, it produced works like Bookworms, which featured Howard. He was known for a specific acting style, often portraying "stiff upper-lipped" English gentlemen.

His career can be divided into several distinct stages of performance. He began with regional comedy tours before finding massive success on the Broadway stage. In the United States, he starred in plays such as Outward Bound and The Green Hat. His transition to Hollywood brought him international fame in major motion pictures. He played iconic roles, such as the title character in The Scarlet Pimpernel in 1934. He also gained massive recognition for his role as Ashley Wilkes in the 1939 epic Gone with the Wind. Later, his focus shifted toward directing and producing films to support the British war effort.
