Lend-Lease was a massive supply program during the Second World War.

Formally known as the Lend-Lease Act, it allowed the United States to provide vital resources to Allied nations. These nations included the United Kingdom, the Soviet Union, France, and the Republic of China. The policy provided essential goods like food, oil, and military equipment. By doing this, the United States supported nations it deemed vital to its own defense. This program allowed the U.S. to assist the Allies without immediately entering the fighting themselves.

The mechanism of Lend-Lease functioned much like a lending library. Under this act, the U.S. government could sell, lease, or lend defense articles to other governments. These supplies were provided at no immediate cost to the receiving nation. The agreement stated that items should be used until they were either returned or destroyed. In the reality of war, most military hardware was destroyed during combat. However, some large items like ships were occasionally returned after the conflict ended.

Before this policy, the United States followed a strict path of neutrality. During the 1930s, Congress passed several Neutrality Acts to prevent the country from being pulled into foreign conflicts. These laws made it illegal to sell or transport arms to nations at war. This was driven by a desire for non-interventionism following the costs of World War I. By 1939, the policy shifted slightly to a "cash and carry" system. This allowed warring nations to buy goods if they paid in cash and used their own ships.

As the war progressed, the "cash and carry" system became difficult for the Allies to maintain. The United Kingdom, for instance, was running out of liquid currency and gold reserves. They could no longer afford to pay cash for all the supplies they needed. President Roosevelt sought a way to help them without violating the spirit of American neutrality. He proposed Lend-Lease to provide more flexibility for supporting the fight against Axis aggression.

The program saw significant political debate in the United States. Many isolationists in Congress feared the act would lead to direct involvement in the war. However, a Gallup poll showed that 54% of Americans favored giving aid to the British without qualifications. After the act passed, the scope of aid expanded to include China in April and the Soviet Union in October 1941. This shift marked a decisive move away from isolationism and toward open support for the Allies.

The scale of the Lend-Lease program was immense. Between 1941 and 1945, the United States shipped a total of $50.1 billion in supplies. This amount represented 17% of the total war expenditures of the United States. The United Kingdom received the largest portion, totaling $31.4 billion. The Soviet Union received $11.3 billion, while France received $3.2 billion. China was provided with $1.6 billion in aid. The remaining $2.6 billion went to other Allied nations.

Lend-Lease also involved a significant exchange of technology and services. In 1940, the British Tizard Mission brought important research to the United States. This included the cavity magnetron, which was vital for effective radar technology. They also shared designs for jet engines, rockets, and submarine detection devices. On the other side, "Reverse Lend-Lease" saw Allies providing $7.8 billion in support to the United States. Of this, $6.8 billion came from the British and the Commonwealth. This exchange helped sustain the global effort to defeat the Axis powers.

The program officially ended on September 20, 1945. While the aid was initially free, some debts required long-term repayment. The United Kingdom used long-term loans to pay for supplies that arrived after the termination date. These payments were not fully completed until 2006. The Soviet Union repaid $722 million in 1971, while the rest of its debt was written off. Lend-Lease remains a key example of how economic and industrial power can shape the course of history.
