This event is often called the Kobe earthquake. It happened in the southern part of Hyogo Prefecture. The shaking was very strong and lasted for about 20 seconds. It was a major disaster for the region. It was the second deadliest earthquake in Japan during the 20th century. The 1923 Great Kanto earthquake was the only one more deadly. Ashiya, Nishinomiya, and Takarazuka also felt the strong Level 7 shaking. Other nearby regions felt levels between 4 and 6. The damage to the city was widespread and severe. Those occur in coastal regions of northeastern Japan. However, this earthquake happened along active faults near the surface. The hypocenter, or the point where the earthquake begins underground, was 17 km deep. This is less than the 20 km threshold for shallow earthquakes. The epicenter was located on the northern end of Awaji Island. This was only 20 km away from the city center of Kobe.

The earthquake was driven by a strike-slip mechanism. This mechanism accommodated east–west shortening of the Eurasian plate. This shortening happened because the plate collided with the Philippine Sea plate. The movement spread along several specific fault lines. It moved along the Nojima Fault on Awaji Island. It also moved along the Suma and Suwayama faults through Kobe. During the 20 seconds of shaking, the Nojima Fault shifted significantly. The south side moved 1.5 meters to the right. It also moved 1.2 meters downwards. Four foreshocks occurred before the main event. The largest foreshock was a magnitude 3.7 event.

Measuring the power of the earthquake revealed its extreme intensity. It measured 6.9 on the moment magnitude scale. It also reached a maximum intensity of 7 on the JMA Seismic Intensity Scale. This was the first time Japan officially recorded a Level 7 intensity.

High intensity was felt in northern Awaji Island and several cities. These included Kobe, Ashiya, Nishinomiya, and Takarazuka. Other regions like Kansai and Chūgoku felt intensities between 4 and 6. Many traditional houses experienced a pancake collapse. These homes had heavy tile roofs weighing up to two tons. The light wooden frames could not support the weight when the shaking started. The roofs then crushed the walls and floors. Additionally, approximately 300 fires broke out across the city. Artificial islands like Port Island also suffered from liquefaction. This process forced water up through the soil, making the ground unstable.

Transportation and infrastructure also faced massive failures. Ten spans of the Kobe Route elevated expressway collapsed. This blocked a road that carried 40% of traffic between Osaka and Kobe. Only 30% of the Osaka-Kobe railway tracks remained operational initially. The Sanyo Shinkansen high-speed rail line had to shut down completely. This happened because wooden supports inside concrete pilings collapsed. The port of Kobe was also heavily hit. About 120 of its 150 quays were damaged. This was a major blow to the global economy. Kobe was one of the world's sixth-largest container ports.

Despite the tragedy, the region showed incredible resilience. The local economy recovered very quickly after the disaster. Within 15 months, manufacturing activity reached 98% of pre-quake levels. Import volumes through the port recovered fully within one year. This event also changed Japanese society. It became a turning point for volunteerism in Japan.
